Including Premiere Elements 14, the only way that I have found to use the WebM file in Premiere Elements is by converting the WebM to another format with which Premiere Elements is compatible.my preference is WebM to H.264.mp4 using the free and quick and effective HandBrake program. I find that the WebM file will not open in the Elements Organizer either. It looks like it has been that way going back to at least Premiere Elements 4 and continuing to Premiere Elements 14 (current version). WebM is not on the Premiere Elements Import or Export Supported Formats list.
